ArmInfo. On July 31, the Government of Armenia approved the draft decree of the President of the Republic of Armenia on the approval of the Agreement on the unified customs transit system of the Eurasian Economic Union and a third party (third parties).
The document, the proposal for signing of which was approved by the Armenian Cabinet of Ministers on March 14, 2024 (was signed on December 26, 2024 in St. Petersburg), defines the basic principles of the functioning of the unified customs transit system of the Union and a third party (third parties). The main objective of the Agreement is to ensure , that is, the most convenient logistics for all market participants in transportation by increasing the connectivity of territories and reducing business overhead costs for cargo delivery. In essence, we are talking about accelerating and reducing the cost of transportation as a result of the introduction of digital technologies, reducing the risk of errors in delivery, which is especially important for the end consumer.
The practical implementation of the provisions of the Agreement on ECT after its adoption will simplify and optimize the transportation procedure, both by minimizing the actions of control services and by reducing business overhead costs.
As the head of the State Revenue Committee of Armenia Eduard Hakobyan stated when presenting the document, the unified customs transit system will allow the transit declaration to be submitted only once.
This will be achieved through the use of a single transit declaration in the form of an electronic document; the use of a single security for the fulfillment of the obligation to pay customs duties, taxes, special, anti- dumping, countervailing duties; the use of individual special simplifications provided to authorized economic operators of the Union countries and third parties. In addition, these goals will be achieved through the use of navigation seals to track the transportation of goods along the entire route of transported (transported) goods in accordance with the customs procedure of customs transit through the customs territory of the Union and the customs territories of third parties, as well as mutual recognition of decisions taken by customs authorities and the results of customs control.
"This increases the transit potential of the Union countries. In the case of Armenia, the potential will be increased if neighboring countries, in particular, join the system," Hakobyan noted.
In addition, the head of the State Revenue Committee of the Republic of Armenia pointed out that since Armenia does not have a common border with the EAEU countries, there is a need to obtain the consent of countries that are not members of the Union in terms of using navigation seals to track the transportation of goods along the entire route of the transported (transported) goods. Currently, intensive negotiations are underway with colleagues from Georgia to understand how this will happen, he added.
The draft Agreement on the unified system of customs transit of the EAEU and a third party (third parties) was prepared jointly by experts from the ministries and departments of the Union states and the Commission as part of the implementation of the Strategic Directions for the Development of Eurasian Economic Integration until 2025.
