RA Prime Minister: State budget revenues are never high

ArmInfo. Compared to 2017, Armenia's state budget revenues will triple in 2027. This was announced by Prime Minister Nikol Pashinyan on November 2 during discussions of the draft state budget at a joint session of the National Assembly committees.

According to him, the comparison with 2017 is being made because that year was the last pre-revolutionary year. Pashinyan recalled that the revenue portion of Armenia's draft 2027 state budget is planned at 3 trillion 604 billion, which is approximately $10 billion. Compared to 2017, this represents a 191% increase, meaning revenue will triple over the specified period.

At the same time, comparing the budget indicators of the 2027 state budget with 2021, which was the penultimate election cycle, the increase will be 114%, or approximately 2.1 times. Against this backdrop, capital expenditures in 2027 This will exceed 2017 figures by 223%, or 3.2 times, and 253%, or 3.5 times, compared to 2021.

The Prime Minister added that in the education sector, growth will be 181%, or 2.8 times, compared to 2017, and 131%, or 2.3 times, compared to 2021.

There is also an increase in science funding. Next year, its funding volumes will exceed 2017 figures by 171%, or 2.3 times, and in 2021, by 147%, or 2.5 times.

Pashinyan also pointed to an increase in subsidies and grants to local communities. In 2027, these volumes will be 157%, or 2.5 times, higher than the 2017 figures, and 70%, or 1.7 times, higher than the 2021 figures.

"Given the presented figures, the question arises: is our budget large or small? I would like to note that state budget revenues are never large. There is no country in the world that would report a large state budget, and, as a result, the greater the growth of the state treasury,

so do expenses and expectations. Citizens expect a higher level of well-being as the state's prosperity rises," the head of government said, adding that the state budget is the result of the activities of the country's citizens and residents, meaning it is the result of the labor of all residents of Armenia, who must have the opportunity to operate normally in a competitive environment, while the government must ensure an adequate level of tax and duty collection. As an example of how the budget is a document for every citizen, Pashinyan cited the income tax refund for residents, which in 2027 will exceed the 2017 figures by 4895%, or 61.5 times. This primarily refers to refunds from the mortgage lending program. In 2025 alone, 95 billion drams, or $260 million, were allocated for these purposes. This year, this figure already stands at 78.6 billion drams.

These funds, as the prime minister noted, are aimed at improving the well-being of the country's citizens. "The model we use to define 'living well' is work, not theft or tax evasion. Achieving a quality life requires appropriate education," the head of government noted, also pointing to the expenditures under the universal health insurance program. This year, $360 million was allocated to beneficiaries aged 65+ alone. The same applies to children. 11,570 children received medical services worth 500,000 drams or more each. The Prime Minister noted that these figures are the work of specific individuals. He noted that if the legislative package is adopted, citizens with salaries of up to 200,000 drams will also be included in the universal health insurance system starting January 1 of next year.

Pashinyan also announced that starting January 1, 2027, a citizen assistance system will be introduced in Armenia for political parties, public organizations, and the media. However, this may occur if citizens' income declarations are approved. The Prime Minister also noted the decisions taken to limit citizens' participation in gambling.

As a reminder, the Armenian government officially approved the draft law "On the State Budget of the Republic of Armenia" on October 1, 2026.

for 2027." According to the document, state treasury revenues will amount to 3 trillion 603.8 billion drams (including taxes and state duties of approximately 3 trillion 462.7 billion drams, subsidies of 14.2 billion drams, and other revenues of 126.9 billion drams). Revenue growth compared to the expected 2026 level is approximately 11.9%.

Expenditures will amount to 4 trillion 72 billion drams. The budget deficit will amount to 468.2 billion drams (approximately $1.3 billion).

The deficit is planned to be financed through domestic sources (187.5 billion drams) and external sources (approximately 280.7 billion drams). Armenia's nominal GDP in 2027 is expected to be 13.614 trillion drams, compared to 12.465 trillion drams in 2026.
