ArmInfo. In 2025, Armenia plans to allocate AMD164.5 billion or 1.5% of GDP (4.7% of total expenditure) on healthcare. This is a slight decrease from the AMD 169.9 billion and 1.6% of GDP (5.3% of total expenditure) that was allocated in 2024. In 2023, the actual expenditure on the healthcare sector was AMD141.3 billion or 1.5% of GDP (5.5% of total expenditure). This is outlined in the message regarding the state budget for the upcoming year.
In 2025, the allocations from the RA Ministry of Health will amount to AMD 162,996.5 million (including expenses for maintaining the administrative apparatus). These funds will be used to implement the following programs:
AMD 7,361.1 million are allocated within the framework of the Public Health Protection Program. The goal of the project is to eliminate and reduce the impact of harmful and dangerous environmental factors on the human body, and to combat preventable infectious diseases.
AMD 31,629.6 million are allocated for the primary health care program. The goal of the program is to provide accessible and high-quality primary health care services to the population, identify risk factors for health deterioration and prevent any possible adverse consequences.
AMD 651.9 million are allocated for the forensic medical and pathological services program. The aim is to conduct forensic genetic examinations based on decisions of law enforcement agencies in the Republic to determine the causes of death by examining corpses, as well as to enhance the efficiency of diagnosis and treatment. The expected outcome of the project is to identify the causes of death. AMD 5525.3 million will be allocated for drug provision. The costs of the consulting, professional support and research program will total AMD 407.4 million. The goal of the project is to ensure professional, consulting, organizational and methodological regulation of the organization and improvement of the quality of medical care. This includes assessing the results of the system's activities and providing medical services in regional healthcare organizations in the Republic of Armenia through the temporary referral of medical specialists.
AMD 23. 017 billion have been allocated for the maternal and child health program. The goal of the program is to maintain the health of mothers and children, enhance the availability and quality of medical services provided to women and children. As a result, it is expected to decrease child and maternal mortality and morbidity rates, and improve women's reproductive health.
AMD 5. 311 billion have been allocated for the emergency medical care program. AMD 32,880.3 million have been planned for the provision of medical care for non-communicable diseases. AMD 38,627.9 million have been allocated for the medical care program for socially vulnerable and certain segments of the population. AMD 2,340.6 million will be allocated for the infectious disease prevention program.
Under the program for modernizing and improving the efficiency of the healthcare system, a total of AMD 1,631.7 million will be allocated from the state budget. Of this amount, AMD 1,335.0 million will be for credit and grant funds, and AMD 296.7 million will be for co-financing. Additionally, AMD 12,283.1 million have been allocated in the state budget for the implementation of construction, design and technical re-equipment of healthcare organizations. These funds will be utilized for the construction and technical re- equipment of 50 medical organizations as outlined in the activity plan.
It is worth noting that if in the budget message for 2024, several paragraphs were <highlighted> for the introduction of Universal Health Insurance. Specifically, it was stated that more than AMD 26 billion would be allocated for this purpose in the current year, with AMD18 billion designated for implementing measures to introduce the IUS. However, in the current message, the financial authorities only included one sentence: <In the near future, it is planned to prepare the healthcare system for the introduction of comprehensive health insurance by implementing measures aimed at improving the quality of the healthcare sector>.
