The Government of Armenia is creating a state non-profit organization (SNCO) G Solution, responsible for managing information technologies and related systems of the Ministry of Finance and the State Revenue Committee, exchanging data with other departments, performing technical maintenance, as well as performing other functions. The project was approved at a cabinet meeting on February 23.
As noted in the explanation to the document, in the field of information technology in the public administration system there are a number of problems that are caused by both objective and subjective factors. Thus, the levels of technical saturation of government bodies differ significantly, which hinders the uniform and effective development of the general management system. This, in turn, does not allow solving problems associated with digitalization at the country level.
The most serious problem in public administration is the practical impossibility of attracting qualified personnel to IT departments and the outflow of existing personnel, which is primarily a consequence of the relatively low level of wages compared to the private IT sector.
In order to solve the above problems, it is proposed to create a SNCO "G Solution". This will make it possible to retain specialized and professional personnel and attract competitive personnel from the labor market, avoid duplication of functions and effectively use available resources.
